NEW SPECIES INTO QMS LETTER 2004

INTRODUCTION OF NEW SPECIES INTO THE QUOTA MANAGEMENT SYSTEM ON 1 OCTOBER 2004.

Since the Fisheries Act 1996 came into full effect on 1 October 2001 the Ministry of Fisheries (MFish) has implemented a programme to consider introducing a further 50 species into the Quota Management System (QMS). As part of this programme the following species are gazetted for introduction into the QMS on 1 October 2004:

  • Bigeye tuna
  • Blue shark
  • Freshwater eel (North Island)
  • Green-lipped mussel
  • Kahawai
  • Lookdown dory
  • Mako shark
  • Moonfish
  • Pacific bluefin tuna
  • Parore
  • Pipi (Whangarei Harbour)
  • Porae
  • Porbeagle shark
  • Ray's bream
  • Red snapper
  • Southern bluefin tuna
  • Spiny dogfish
  • Swordfish
  • Yellowfin tuna

The 1996 Act (sections 12, 21 and 75A) requires the Minister of Fisheries to consult with stakeholders on the setting of Total Allowable Catches, Total Allowable Commercial Catches, allowances and other management measures for species being introduced into the QMS. The attached document outlines the above matters for each species Gazetted for QMS introduction on 1 October 2004 apart from green-lipped mussel, spiny dogfish and North Island freshwater eel. A separate consultation process will be run for these three species.

You are requested to submit written comments by 27 February at the latest. If you have any questions regarding the attached document, or wish MFsh staff to attend a meeting/ Hui to discuss the attached information, please contact the MFsh regional office closest to you.
