Introduction of New
Species Into the Quota Management System on 1 October 2005
Earlier this year MFish
undertook consultation with relevant parties on the proposed introduction
of species into the Quota Management System (QMS) on 1 October 2005.
MFish undertook consultation on these species in line with the legislative
obligations at that time. However, Fisheries Amendment Act (No.3)
2004 passed into law on 6 September 2004 and came into force from
1 October 2004. This amendment removed the requirement to consider
an analysis of costs and benefits and inserted new legislative obligations
for determining whether or not to introduce a species into the QMS.
As decisions had not been
made on species proposed for introduction on 1 October 2005 before
the amending legislation came into force, the Minister will need
to re-consult with stakeholders in order to take account of the
new legislative framework.
The Minister has determined
that he would like to proceed with the process for introducing stocks
on 1 October 2005 this year. Accordingly, MFish will be sending
a revised consultation document to you during the week commencing
25 October 2004. The document will outline the revised legislative
framework for QMS introduction and contain proposals to introduce
non–QMS dredge oyster, albacore tuna, skipjack tuna, cockles,
pipi, non-QMS scallops, tuatua, and seven seaweed species - agar
weed, bladder kelp, brown kelp, bull kelp ( durvillea antarctica
), gracilaria weed, lessonia, and porphyra. Submissions are
due on the proposals by 26 November 2004.
