In June
2004 the Ministry of Fisheries advised that eight new species were
being considered for introduction into the Quota Management System
(QMS) on 1 October 2005. MFish issued a consultation document on
the introduction of seaweeds into the QMS in April. A consultation
document for seven other species was produced on 8 June.
option4 strongly objected
to the introduction of more shellfish species into the QMS.
The original deadline
for comments was 16 July 2004. To allow for good process and adequate
consultation option4 requested an extension to the submission period
of 60 days. MFish granted option4 an extension to August 2nd.
The following is a record
of the correspondence (emails) with the Ministry seeking an extension
to the submission deadline.

RE: Extension
request - Consultation process on new species into QMS 1 Oct 2005
I note the letter accompanying the new consultation document regarding
the new species being considered for introduction into the QMS on
1 October 2005 gives a date of 16 July 2004 as a deadline for stakeholders
to respond with comments. This effectively means stakeholders have
38 days from the date of the letter to the submission deadline,
ignoring delivery time for the document.
The timeframe allowed for this process is totally inadequate.
With few resources we have limited ability to consult with the people
we represent and gather their views given the timeframe offered.
The public of New Zealand are key stakeholders in the species up
for consideration and deserve an opportunity to make a considered
response.
The expectations of the public for good process and adequate consultation
have been raised and option4 cannot compromise these standards given
the MFish deadline. We therefore request an extension of at least
60 days to consider the document, consult with the public and provide
MFish with meaningful input.
Would you please confirm receipt of this request and provide us
with a response from MFish on whether our request for a 60 day extension
has been allowed.

Dear Mike
It is 14 days since we requested an extension to the deadline for
making comments on the introduction of seven new species into the
QMS on 1 October 2005. I have not received an email response from
you acknowledging our request or offering an extension.
Time is now critical.
Would you please acknowledge our request for an extension and advise
if MFish can assist us with an extension period.

Dear Peter
Thank you for your call today to discuss an extension to the
consultation period for the process regarding new species
into the QMS 1 Oct 2005.
You made the point it is impossible for MFish to grant an
extension of 60 days due to the legislative process. You have offered
us until 2 August 2004 to submit our comments. Thank you for the
extension, we will use it to commit more time to the process.
