There was much discussion surrounding the option4 meeting with
the
Minister, Pete Hodgson. The groups general consensus was that the
meeting
was productive and a good start to forming a working relationship
with the
Minister.
Process
It was agreed
by the option4 group that we should not get involved in
the process if it is only about procedure or management of recreational
rights. If the process is determined to be ³defining the right
of
recreational fishers² then becoming involved in the process
would be
worthwhile.
The issue of
the Maori submissions was also discussed and it was agreed
by the option4 group that recreational should not become involved
in these
issues because this is a Treaty issue and should be between Maori
and the
Crown.
Ministers
Press Release
The option4 group discussed the press release and the statements made on
TV1 news regarding the licensing issue of recreational fishers.
There was much
concern shown by the group that the release of this
statement has left the public believing that their problems are
now solved
and the issue is now closed.
option4 agreed
that this is simply a case of ³1 down, 3 to go². It is
very important that we get this message across to the general public
and the
fact that it is critical that we have a clearly defined right in
law.
The group discussed
how they could get to more of the public at little or
no expense. Several means were discussed:
- An email
to all those supporters on line asking them to approach their
local M.P.¹s
- An ad in
the N.Z. Fishing News asking readers to visit the
option4.co.nz web site
- A regular
newsletter from option4 to send to clubs, schools, churches
etc. and a request that they post the newsletter on their bulletin
boards.
- Spamming
- Boat Shows
- Banners on
line, links with other on line sites
- Promotional
material through fishing contests
- Triangle
TV
Scott Macindoe
reported that no newsletters to option4 supporters on
line has gone out since December after the handing over of the submissions.
Scott said that this was due to the fact it has been a waiting game
since
then with nothing really substantial to report. There is however
now an
urgent need to report to these supporters and that this would be
a good
opportunity to request their help.
Scott will
draft a newsletter and email it to the option4 group for
review.
option4 Submission
Review
Paul and Peggy Barnes are in possession of the volumes of submissions
which they received through the official information act.
The option4 team discussed what they should do with these submissions
and whether or not option4 should do their own individual review
of the
submissions.
There was some
concern amongst the group that if option4 were to conduct
its own review of the submissions that it could be seen to be biased
and we
should perhaps look at getting an outside group such as the National
Research Bureau to review the submissions.
Much discussion
followed concerning costs, time frames etc. and it was
agreed by the group that a full review of the submissions was not
necessary.
However, it was agreed that it would be beneficial to check that
the numbers
of submissions received are correct and include all of the option4
submissions handed over on December 20, 2000. It was also agreed
that we
need to check the methodology of the review analysis and confirm
and
validate the review methods.
Diane O¹Sullivan
offered to do the numbers with the submission forms and
report back to the group, but there was no final decision made on
this
matter.
Next option4 meeting will be held
March 30,
